What the city actually publishes

Garland's residential permit page lists an application for almost every project a homeowner brings to it: additions, carports, patio covers, re-roofing, burglar bars, garage conversions, foundation repair, driveways, water heaters, and a single-family miscellaneous form for anything not otherwise named. A garage door is not called out on that list. The building permit page is unambiguous that all new construction, remodels, additions, interior completions and demolition require permits, and that the city works from the 2015 International Residential and Building Codes and the 2014 National Electrical Code, adopted effective September 19, 2016. The practical answer, then, is that hardware service on a door you already own is not a permit conversation, while a new assembly, a resized opening or altered framing may well be one. Building Inspection at 972-205-2300 is the office that settles it, and Garland also requires contractors to be registered with that department before they work in the city. Both questions belong on the estimate, not in a phone call after delivery.

What the paperwork adds

The adopted fee schedule prices a single-family repair or remodel permit at 41 cents per square foot of impacted area with a fifty-dollar floor, then adds a processing charge of 25 percent of the permit fee that never falls below fifteen dollars. Inspections have their own lines: a failed reinspection during the week, a double reinspection, and hourly billing with a two-hour minimum for anything scheduled outside business hours. None of these are large sums next to a door. They are simply lines that ought to appear on the quote in advance rather than surfacing as a surprise, along with who is filing and roughly when the inspector is expected.

One section, or the whole door

A single caved-in section can sometimes be swapped alone, which is the cheaper road when it is open. Two things rule it out. The first is whether the manufacturer still makes your panel profile, and doors past roughly fifteen years frequently have nothing matching still in production. The second is finish drift: a west-facing door that has faced a decade of Texas afternoons has chalked, and a factory-fresh section in the same nominal color reads as a patch. Sometimes that is fine because the new section sits at the bottom where nobody studies it. You deserve a straight read on which situation you are in before committing.

Openings built between the 1950s and the 1970s

Garland's comprehensive plan puts about 60 percent of the housing stock before 1980 and 28 percent before 1970, with the 1970s alone accounting for roughly 21,864 units. Those numbers show up as physical constraints during measurement. Measuring matters as much in an established pocket like Western Heights, which the city describes as bounded by Shiloh, Walnut, Lawson and Western, as it does on the blocks nearest downtown. Older detached garages around the historic core often leave too little clearance above the header for a standard torsion assembly, which calls for low-clearance track and a repositioned shaft. Wood jambs from that era may need rebuilding before a new door will seal against them, and a header bracket set into sixty-year-old framing sometimes needs fresh blocking. On the shrink-swell clay under much of the city, a slab or jamb that has racked will fight a square door indefinitely unless the opening is shimmed true first.

Specifying for wind rather than hoping

If the December 2015 tornado is your reason for replacing the door, specify accordingly and skip the marketing language. The manufacturers' technical guidance is explicit that nothing is tornado-proof and that a garage, attached or detached, is not a shelter. It also shows what a serious wind specification looks like: Moore, Oklahoma raised its base design wind speed from 90 miles an hour to 135 in 2014 to account for tornado edge winds. Doors built to that level are the ones likely to survive the outer edge of a storm rather than the core. Ask for the wind-load rating of the door being quoted, in writing. Ask whether reinforcement struts are included across each section, because struts are the first item a bargain quote quietly deletes and the part that keeps a wide door flat under pressure.

Insulation, measurements and lead time

Insulation earns its keep here for reasons that have nothing to do with winter. With 55 days at or above 100 degrees recorded at the metro station in 2023, an attached garage sharing a wall with bedrooms is a heat source, and the door is the largest uninsulated surface on that side of the house. On a detached garage the case is much weaker. Measuring means opening width and height, headroom, side room, backroom depth, slab level and jamb condition, all recorded before a door is ordered rather than discovered on installation morning. A stock-size steel door on a standard opening can usually be hung within a week or so. A custom size, a specific color or a glazed section is built to order and takes considerably longer.

What to insist on in the quote

Ask for an itemized figure covering the door, the hardware and track, springs sized for the new weight, labor, disposal of the old sections and any permit line. Push hardest on the springs. The existing counterbalance was wound for the door you are throwing out, and a heavier insulated replacement needs its own spring specification or it will never hang level. Researched Garland market ranges for a single section and for a full two-car door sit on the pricing page.

Local specifics

Most Garland homes are on the city's own electric utility

Garland Power & Light is the City of Garland's municipally owned electric utility and the sole electricity provider for approximately 85% of Garland residents. Addresses outside its service area may use another electric provider.

Why it matters: A dark opener can be a garage-circuit or utility issue rather than an opener failure. Checking whether the outlet has power and which utility serves the address helps separate a service interruption from a repairable opener, sensor, or door-balance fault before parts are recommended.

Storm outages can change the first opener check

After the May 28, 2024 storm, the City of Garland reported that about 35,000 Garland Power & Light customers had lost power. It also reported that some outages required repairs and that street blockages had to be cleared before crews could access some neighborhoods.

Why it matters: After a major local outage, a dead or reset garage-door opener may be reacting to a powerless outlet, tripped breaker, or power-return event instead of needing immediate replacement. Technicians should check the power source and the door's mechanical balance before diagnosing the opener head.

Garland has a documented severe-wind reason to inspect the whole door

The National Weather Service identifies the Sunnyvale-Garland-Rowlett tornado of December 26, 2015 as an EF4 and reports the most intense damage of that North and Central Texas tornado outbreak occurred with that tornado.

Why it matters: After a wind event or falling debris, a dented garage-door panel is not the only concern. The inspection should also look for bent track, bowed reinforcement struts, shifted brackets, loose cables, and rollers that no longer sit correctly in the rail.
